Passenger Endorsement: Your License to Carry Riders

A Passenger (P) Endorsement is a mandatory certification for drivers transporting passengers commercially in New Zealand.

What are the requirements?

Licence Requirement
You must have had a full NZ car licence (Class 1) for at least 2 years to get a P endorsement.

Overseas licences don’t count, but you may apply for an exemption to have your experience recognised.

Background Check
To keep passengers safe, a fit and proper person check is required. This looks at driving offences, criminal history, and past complaints. Serious convictions may mean you can’t get a P endorsement.​​

Police Clearance for Overseas Residents
If you’ve lived overseas for 12+ months since age 14, you must provide certified police documents from those countries.


Without these, your application won’t be accepted.​​

Health Check
Commercial drivers must be fit to drive safely. To ensure this, you need a medical NZTA certificate from your doctor.

You must submit it with your application, or it won’t be accepted.

Displaying Your Driver ID Card

Your driver ID card must be clearly displayed in a central, upright position where passengers, whether seated in the front or back, can easily see your photo and ID number to confirm your identity.
