Commercial Operations - Senior Tender Manager
We’re looking for a Senior Tender Manager to join our Bolt Business team in Portugal. In this high-impact role, you'll shape and scale our private sector tendering strategy across Europe and selected international markets, leading high-quality submissions and securing strategic wins that fuel our growth.

About the role
As the Senior Tender Manager at Bolt Business, you’ll play a critical role in scaling our private sector tendering strategy. Reporting to the Global Commercial Operations Manager, you’ll identify high-value opportunities, lead standout proposals, and work cross-functionally with teams across product, sales, legal, and operations.
This role is ideal if you're a structured, commercially minded professional who enjoys building systems, aligning stakeholders, and winning complex deals in competitive markets.

What you can expect
Main tasks and responsibilities:
Map and monitor private sector tender opportunities across Europe and selected Africa/APAC markets, surfacing high-priority deals.
Define and lead Bolt's global tender strategy, aligning market fit with internal capabilities to maximise win potential.
Lead tender submissions, collaborating across functions including public policy, legal, sales, product, operations, and supply.
Develop a scalable, self-serve tender framework with tools, templates, and best practices for regional teams.
Build and maintain a centralised library of resources such as past submissions, case studies, and approval workflows.

You have solid experience managing tenders, bids, or proposals in a commercial B2B setting, ideally across multiple markets.
You’re highly analytical, structured, and process-oriented with a proven ability to turn complex requirements into winning strategies.
You communicate effectively across teams and bring together diverse inputs to deliver high-quality submissions.
You understand private procurement platforms and frameworks, and can proactively identify the most relevant opportunities.
You balance commercial potential with execution realities, choosing tenders where Bolt can truly deliver.
