Senior Public Policy Manager

We are looking for a Senior Public Policy Manager for the Baltics, based in Tallinn, Estonia. The team partners across our business verticals – Ride-Hailing, Micromobility, Delivery, Bolt Market, Bolt Drive, and Bolt Business – to shape progressive regulatory frameworks and enable sustainable, accessible mobility solutions.

About the role

As a Senior Public Policy Manager, you will set and execute Bolt’s public policy strategy in the region. You’ll represent Bolt with governments, regulators, and industry stakeholders, while advising business and product teams on regulatory developments. This is a senior role that requires political acumen, excellent stakeholder management, and the ability to turn complex policy challenges into pragmatic business solutions.

What you can expect
Main tasks and responsibilities:
Lead and deliver Bolt’s public policy strategy across the Baltics, ensuring alignment with business and public interests.
Build and manage relationships with the Estonian Government, and foster strong networks with regulators and policymakers across the region.
Act as a key link between Bolt headquarters and global policy colleagues, ensuring effective knowledge-sharing and alignment.
Drive thought leadership initiatives on shared mobility and sustainable transport in the Baltics.
Design and lead policy campaigns addressing both immediate challenges and long-term regulatory issues.
Support Bolt’s regional expansion by tailoring policy initiatives to local frameworks and regulatory requirements.
What we expect
About you:
You have at least 10 years of experience in legal, compliance, public policy, or regulatory roles, ideally in highly regulated industries.
You are accomplished in designing and delivering public policy, regulatory, and communications campaigns.
You have strong political awareness and valuable networks, or the ability to establish them quickly.
You are an excellent communicator, able to translate complex regulatory issues into clear and practical guidance.
You have fluency in English at a business-professional level; knowledge of Baltic languages is a plus.
You are confident, resilient, and credible in high-level policy discussions, with experience in public speaking and engagement.
