Senior Tender Manager

We are looking to hire a Senior Tender Manager to join our Public Policy team.Locations: Tallinn, Estonia | London, United Kingdom

About the role

As a Senior Tender Manager, you will play a key role in securing and managing government contracts for Bolt’s shared e-scooter and e-bike services. You will lead end-to-end project management of major tenders, ensuring alignment with cross-functional teams to develop winning bid strategies. Your role will also involve procurement oversight, ensuring Bolt adheres to public-sector requirements while maintaining a competitive edge. This is an HQ-based role (based in Tallinn or London) supporting local teams, ensuring company-wide alignment in the preparation and execution of tenders, and optimizing processes to maximize success in regulated markets.

Main tasks and responsibilities:

Lead and manage end-to-end tender processes, from bid preparation and submission to negotiation and post-award implementation.
Develop and execute pre-tender strategies to enhance competitiveness in government and public procurement opportunities.
Collaborate with procurement, legal, operations, and finance teams to deliver compliant, high-quality proposals.
Serve as the main liaison with government stakeholders, city regulators, and public authorities throughout tender lifecycles.
Analyze evaluation criteria and scoring models to optimize bid competitiveness and strengthen win potential.
Maintain a proactive tender pipeline and monitor market, regulatory, and procurement trends to refine strategy and ensure readiness.

About you:

You have proven prior experience in tender, project management, licensing, or public procurement within regulated industries such as transport, mobility, or infrastructure.
You have a proven track record in managing government bidding processes, from RFP analysis through to contract execution.
You are an effective project manager, skilled at coordinating cross-functional teams under tight deadlines.
You have strong stakeholder management skills, with experience engaging effectively with public-sector authorities and procurement officials.
You are highly analytical, able to evaluate regulatory risks, scoring models, and the commercial viability of tender opportunities.
You have excellent writing and presentation abilities and can craft compelling, compliant, and impactful bid documentation.
